HO CHI MINH CITY -- Tiffany Tran lives with her parents but would love to strike out on her own, so the drugstore clerk has gone to check out development projects like one by Vingroup's Vinhomes in a lively neighborhood of Ho Chi Minh City.

"If I could afford it, I'd like to live in a condominium complex," she said. "They have pools, areas you can walk around, a nice atmosphere."
