SEOUL -- South Korean President Yoon Suk Yeol on Thursday offered to establish a channel for working-level talks with North Korea, part of what he described as a new vision for "freedom-based unification," as tensions between the long-divided states have spiked this year.

Yoon also pledged to increase North Koreans' access to outside information, saying broadcasts of South Korean radio and television can serve as a powerful tool for inspiring people across the border to wish for unification.
