SUNSHINE COAST, Australia -- Papua New Guinea's Prime Minister James Marape was returned to power in last month's violence-marred, shambolic election that was considered the "worst ever" by observers.

Uncertainty hangs over the shape of Marape's government, which is likely to face a fractious parliament containing members from 21 parties and eight independent lawmakers.
